Clean inputs, documented outputs.

The first deliverable is a count, not a file. Each record is reduced to one row per organisation, with the reasoning retained. Nothing is enriched from a source that cannot be named.

Suppression handling

Applying exclusion lists before counting, so the approved figure and the delivered figure are the same number.

Spelling normalisation

Settling variant forms of the same organisation name so counting does not double.

Count reconciliation

Producing the figure by the same route the final selection takes, so the two cannot disagree.

If your last file disappointed you, the reason is usually findable.
